The Consultative Council of Human Rights was established by king Hassan II in 1990. In twenty years of existence, the CCHR witnessed a mass membership from the whole contry. As an institution for the protection and the promotion of human rights, the Consultative Council has contributed to the reform of the judicial system and has also played a great role in the reform of the penitenciary institutions. The CCHR paved the way for public debates on the theme of human rights, mainly the issue flagrant violations of the past, it also contributed significantly to the evolution of the moroccan experience of transitional justice. This evolution which was carried out in two stages; through the independent arbitration and through the equity and reconciliation authority, was an important and decisive step to end past flagrant violations of human rights, legislate recommandations for community compensations including social, economic, cultural and environronmental rights. The CCHR, replaced in 2011 by the National Council for human rights (NCHR) is now working on how to tally the penal code with the priciples of the code of the international law of human rights. The CCHR has acquired a prominent place among the national institutions for human rights in the world.Type
